Teaching Inquiry- Basis Facts

I have seen, through testing and observation, that basic facts knowledge is an areas needing improvement.  Their basic facts knowledge is, in many, cases not matching their stage in terms of strategy which is then holding them back in their processing of strategies because they are becoming stuck on their basic facts. I have a group of students who are still reliant on fingers to figure out addition and subtraction within 10.
I have a target group of students as well as aiming to improve basic fact knowledge over the whole class.
